I have CLient A and client B and client C
I make a visualBasic or VB.Net program for everyone
Program A , B , C using PivotCube, an install every program in every client in 3 PCs for client
DIferent PC's, diferent
How many Licences I need to pay?

And what if I use Delphi?

Only one license per developer (not per client!) in both cases (VB/VB.NET or Delphi)
You should pay additional licenses only for PivotCubeX in Web deployment because you could not safe license information in that case
